Korea throws enough shit in their face too, and they're getting like the whiny spoiled brat whose parents are tired of him. Them refusing to show up at the NK meeting is like Russia refusing to show up to the discussion of PRC versus Chinese Republic. They just are getting tired of hearing "'MURICA FUCK YEAH" and posturing from Korea. The fact remains that Korea is strongly dependent upon China for food and support, and that makes China directly responsible for their actions. The US putting pressure on them to control the bratty Korea is straining US-China relations even more, and Russia's taking note. They haven't bunkered down anywhere outside of the Square, and they still have many phone lines open. In addition, and perhaps most tellingly, the join SK/NK factory is still open, and they're still communicating through there.
