Steamrep won't accept any accusations from phising related scams. Steam Support may help and trade ban him if you have valid proof. But remember If this is just a mule account. The stress of wasting your time to ban him is a lost and the next thing you know he'll use you second account and ruin your name. Report him, Block him, and move on. Nothing much you can do.
