If this virus was so infectious, the whole world would have it by now given how long it's been prevalent in Africa. This does NOT make for an effective way to kill people. The geneva conventions deal with the treatment of prisoners, the wounded, and other non-combatants. You're probably thinking of the biological weapons convention.
