Press the power button for 30 seconds-1 minute. Put back the battery & the power cable. Basically it drains all the energy that is in the computer. If you turn off the laptop, remove power cable/battery and wait for a minute, it will drain all the remaining power, no need to press and hold a power button If i'm not mistaken when you power off the laptop the motherboard still consumes a really small portion of the power, which will be fully drained after removing a battery for about a minute. Poke around your BIOS and see if anything about "LAN booting" or "magic packet" is enabled. It could also have something to do with your network adapter. Everything that you mentioned could only happen if you hibernate/sleep your computer, not even a pesky malware could turn your computer on if it was powered off (shut down).
