Backpack.tf says its worth 25.11 ref but is it, really?

Need help in determining a price.

It's about right as you'll find other sellers of similarly painted bandannas for around the same price. When you apply paint to an item (or use any tool or war paint, really), most of the value of the paint is lost, how much is lost really depends on the traders, but it will certainly be nowhere near the price of the hat and paint separately.

paints dont add unless its something like hue, tinge, gold, lime or other paints that are like 1+ keys
