It is now. But originally it cost $20 standalone or you needed to buy the Orange Box to play it. The game went f2p in June 2011. Anyone who already owned the game at the time got the Proof of Purchase hat as a reward. This was also the end of the era of the 3 refined keys that people remember fondly but forget the details of why they were so cheap back then (Main reasons being the game wasn't free, drop rates were slower, and scrap cost 3 weapons to make instead of 2).
