Not against* Is why they used to ban users for paypal trading or even talking about it. And even used to state don't use paypal for trading TF2 items. As far as I know, a website using bots selling tf2 items for real money (not sure paypal or google wallet) is already on. The risk is there, but with backpack.tf reputation the risk can be lessened.
