Bumping invalid listings

Hello,

 

A user continues to bump a listing that they cannot honor. I thought there was an automated system in place to prevent this. It might have been disabled because it constantly has false positives. But is this allowed manually? If moderators will manually remove these, where do I post reports for them?

its the same problem as the API problem

 

ps I tried reporting one of these a while ago, mod basically laughs at you and say it'll auto remove (but it never does because of the API thing)
