Does Valve delete inactive accounts?

you're asking the wrong person, doesn't look like they do get stopped though when we see a dead accounts' items just funnel towards rthur

Valve never deletes accounts for inactivity. You could be offline for 10 years and still have your account untouched.

Valve has measures in place to make this significantly harder, however if you reuse passwords and you don't use the mobile authenticator you are at significant risk of losing your account to hijackers and account sellers.

in the case of that big csgo inventory , it was confirmed that the culprit was steam support

 

that's why they undid all the changes to that account and items iirc
