doubt, this would require a lot more information especially the exact phone number of the victim, at that point social engineering steam support seems more plausible

Nah he's right there's literally been cases in tf2 where this happened to big traders, at PC repair shops n shi. I don't think it is the only method though as this guys' notorious for almost exclusively selling stolen items from dead accounts https://backpack.tf/profiles/76561198188093413

Valve never deletes accounts for inactivity. You could be offline for 10 years and still have your account untouched.

Valve has measures in place to make this significantly harder, however if you reuse passwords and you don't use the mobile authenticator you are at significant risk of losing your account to hijackers and account sellers.

in the case of that big csgo inventory , it was confirmed that the culprit was steam support

 

that's why they undid all the changes to that account and items iirc
