Why are kit fabricators viewed as much higher value than they really are?

When viewing my backpack, some of my specialized kit fabricatiors are valued at 40 ref to a little over a key.  In reality they only really sell for a scrap.  Why are they shown as such higher value?

Guy cash out, want money
Guy find other guy who give money
Guy 1 put item on community market for many money 
Guy 2 buy item for high price for money exchange 
Guy 1 and Guy 2 are happy and leave
Backpack.tf see sale and think that is suggested price

im pretty sure its because they are showing the value of the completed kit from the steam community market, and not the value of the fabricator itself

Wrong, bp will show average sales for kits and fabs. Both are separate entities. See previous reply
