Is this still possible to get a free premium on backpack.tf without gifting?

Hello there. I have a problem. One russian youtuber ВТрейде (InTrade) did a showcase video about backpack.tf premium. He showed 2 ways how 2 get premium. First way he said is just to buy premium, and second do suggestions on site. I am trying to find this option on site, but can't. Can you tell is this not possible on site rn? If this possible give me a link where I can exchange tickets for premium. I will thank anyone who will help.
