When your download speed is slow enough, your browser/steam automatically just loads the words and basically puts it in text mode since loading images take more internet speed. Server sends coding errors and these arent overlooked. It ends with showing the page in text mode instead of HTML And that speed test you showed was obviously a fail. Thanks for clearing that up, I'm not an expert in this stuff but I just know that it's caused by a slow connection whether that's his internet or just his connection to steam.
