Rule for having a recently scanned inventory to list an item for sale

I've seen some listings appearing recently from users with inventories last scanned like 2 or 3 years ago with items sold long time ago. Can we have a requirement of how "fresh" the inventory should be in order to be able to list an item? I understand it's not user's fault for not being able to refresh it, but I thought the max period of outdated inventory we allow can be 1 month maybe?

Being able to create listings the way it is now leads to a lot of troll listings and linecutting with "fake" items.
