In my opinion, TC is kinda cool, but doesn't deserve top unusual spot. It's not even all-class.

The Law actually looks nice, it goes well with lots of effects, it's ALL-CLASS, and has well deserved demand.

Why I compare TC's to Law's is because of how they are somewhat similar in design.

 

Here are some Pro's and Cons.

 

Law>TC:
All-Class

Paintable

 

TC>Law:
Pretty much nothing

The game it comes from sucks

 

The TC is definitely overrated, but Street Fighter 2 does not and will never "suck".  That game was and is still one of the best 2D fighting games ever made and all of the characters from it are iconic whether you like it or not.
