Basically having more hard drive cache will result in higher read speeds.

 

If it's just going to be used as a mass storage drive and not a main drive then the 64mb one will be fine

HDD controller can read data from magnetic plate OR from on-board memory/cache and as expected reading from memory is a lot faster, cache cant mirror all data available on plates so disk will still do a lot of reads from plates. Larger cache will increase number of reads from cache so average read speed will go up as size of cache goes up. In real world i would save up those 50$ for some SSD/NVM drive...
