This dude didn't have a private account and inventory wasn't private as well, which was a quite unique thing. He quickly starts apologizing to me for something bad that he did to me. Turned out that he reported me for item dupping, because some scammer dude link my account to him. He said that the only way to fix this problem was to add his "valve employee" friend. Ofc, there were no Valve Employee Badge on this account, nothing. But he tried to prove it by sending me a couple of videos in which this "valve employee" showing me that he can delete my account right away(actually looked legit, but I still didn't buy that).
