Positive and negative reputation marks on profiles are supposed to represent trust or distrust, and anything besides the two will most likely get removed if noticed by a report mod. And we do ban for fake rep, what the moderator said is that fake rep won't earn a scammer tag (though that's not true in 100% of cases, it can with the correct evidence in place.)
