How to get tradable halloween items?

If you mean the Hween specific cosmetics like haunted items and their unique counter parts, you can no longer get tradeable versions. You can only buy them from other players or steam community market. During not hween time they are usually pretty cheap though. There are some newer Hween specific cosmetics that I think you can get as bonus drops from cases, like the helicopter for pyro and the demo man airplane

As of now, the only possibility of obtaining new (old) tradable halloween cosmetics comes from the retired Unlocked Creepy Crates. You can unbox halloween cosmetics from them in unique, or haunted, or haunted strange. However, unfortunately, those crates are incredibly expensive and rare.

There are a lot of tradeable halloween cosmetics that are cheap but theyre cheap because nobody really wants them. Browse the classifieds for them, you could find haunted versions I think on SCM but generally most of these aren't available on SCM unless they're strange or haunted (maybe).  Browse the trade bots on scrap.tf or STN or elsewhere as im sure some bot will have them.

 

if you're looking for a free way to earn them, you are SOL. Unless you get one randomly from a giftapault there isn't a way to get one for free, that went out the window with 2015 when gifts were no longer supported in the game. Even when gifts did exist, the only tradeable cosmetics were the 2010 masks, the 2011 viaduct parts and 2012 cosemtics on ghost fort. The 2013 & 2014 free cosmetics were not tradeable and anything out of merasmissions are not tradeble.
