If I buy a paint/tag off the Community Market/Mann Co Store, and apply it onto an item, does the item inherit the 1 week untradeable-ness?

You are free to apply a non tradable paint on a tradable hat. The hat will remain tradable.

wait I thought it does inherit the temporarily non-tradable tag?  or is that only with killstreaks

Yes if you use KS kits bought from the market it happens. Paints are fine
