My Question is:

Why is Scrap .01 Cent and refined .07 cents should the refined value be .09 cents and refined should not fluctuate because it is 9 scrap orshould be .09 cents when it is worth onoly 7 Ref?

Because 0.07/9=0.00777777777777777777

Which rounds up to 0.01

Refined price is determined by cash sales, scrap value is based on refined price divided by 9

Refineds price sets price of scrap and reclaimed, not the other way around
