Unusual Miscs

I was browsing on the wiki recently and I discovered something: The Noh Mercy, the Bonk Boy, the Large Luchadore, the Brainiac Hairpiece, the Blighted Beak and the Le Party Phantom, all miscs unboxable in unusual quality, were once hats. But there are 3 that do not qualify: The HazMat, the Coffin Kit, and the Villain's Veil. Also, the coffin kit, the noh mercy, and the hazmat seem to be much rarer along with the shaman. In addition, both the HazMat and the Coffin Kit have effects that don't render correctly, save scorching and g fetti. So I have two questions:

1. Why is the Villain's Veil unboxable in unusual quality if it isn't super rare and didn't used to be a hat?

2. Why are the HazMat, Coffin Kit, and Shaman unboxable and why are they so rare?

You shouldn't think in terms of "is this unusual considered a hat or a misc." That really doesn't matter on whether an item can be unboxed as unusual; that's only an equip region thing and is handled by the item schema. There is really nothing stopping them making any cosmetic an unusual, as long as it has an appropriate model attachment point for the unusual particle effect.

 

What determines whether an item can be unboxed unusual is its placement on a list Valve has that says it's allowed as an unusual. This is not a list that we have access to, like we do with the item schema.

 

The only way we have of telling what that list consists of is checking the unusual stats and looking for "last unboxing times." For example, we know the Noh Mercy is likely no longer available as unusual since no new ones have been created in a very long time.

The Hazmat and Coffin Kit appear to be similar to the Noh Mercy in being entirely removed from the unusual list. Why certain unusual misc were originally included as unboxable and later taken off while other remain unboxable to this day is only known to Valve, and even that's assuming these were intentional acts.

 

The Mask of the Shaman is the biggest oddity. It is unboxable to this day, but is a legitimately rarer unbox than other hats/misc. Once again, the why is known only to Valve, assuming it's not just a random bug.

some hats have rarer unbox chances, like tc have very low chances comparing other old hats. probably to give some hats more value than others. which i like them doing

Team Captain has 608 in existence. Other hats that came out at the same time:

Villain's Veil: 530

Doctor's Sack: 546

Ol' Geezer: 554

Furious Fukaamigasa: 576

Crocleather Slouch: 590

Western Wear: 604

Hottie's Hoodie: 606

Large Luchadore: 618

Connoisseur's Cap: 619

 

It is in fact the third most common unusual among those that started uncrating at the same time as it. Overall, hats by number are typically lumped fairly close together based on when they started uncrating with differences that can easily be attributed to random chance, aside from:

1. Those that eventually stopped uncrating (Stash, Noh Mercy, etc.)

2. Hats from the first festive crate (given a big initial boost in numbers due to its unusuals exclusively being made up of the regular hats it contained)

3. Inexplicably, the Mask of the Shaman

Actually, it would appear that the Villain's Veil has been retired, although there has been no official word, and people like Shadow #1 have said that it is still unboxable. No new Veils with unique IDs have been found in over 4 months. You might say that maybe it's unusual unbox rate has been drastically decreased, but if that's the case, then why haven't there been any unboxed in the new halloween effects when the Mask of the Shaman has had it in 3 different effects?

Hadn't even noticed, but certainly looks like a strong possibility. Always suspect when an unusual misses a full halloween, with so many people going wild uncrating in that time.

So the first festive crate only contained unusual variants of the hats inside? I had never heard of that.

Maybe the veil was retired because it's not like other unusual miscs where they are either extremely rare or previously a hat. Who knows?
