It's not valuing items lower, it's valuing the items more accurately since it's been inflated ever since they introduced scm prices. Prior to the fix, it used paypal key prices to determine scm values which ended up inflating the value of items by ~25%. The amount of people who would oddly quote specific decimals claiming their item is worth '36.73 keys' because bp.tf said so was just awful. No more artificially inflated backpack values (although enhanced bp.tf suite already solves this). But I wonder should the value be multiplied by 0.869565 to account for TF2 and Steam fees.
