Yes, this.  SCM prices might be exact from the SCM, however they're meant to represent more than just the SCM which is why they use ~ (which means approximately)

1st of all, the issue is so small that it doesnt even matter

 

2nd of all replacing it with <<< or >>> means less than and greater than.

 

~ is the symbol used to say about, around or approximately. and seeing as how scm prices are never stable this is the best symbol to use.

Sure, it means "about," but items with SCM-prices aren't "about" that price at all. They're much less. Hence "<<<".
