In a sense it is "rare" however if you'r asking this because you think rare means more expensive that is incorrect. At first when the Halloween paints remained on hats it obviously made them in ver high demand who doesnt want a hat that changed colour right? and the paint for them costed ~5-18 keys. They patched it up that the pain now only shows during haloween and fullmoon and demand for these painted items basically dropped to 0, and no one was ever going to pay more than a few scraps for paint which you can only see a few times during the year. If you're referring to actual glitched items there are demand from them from collectors but many are in the minority in addition to many of them were actually created via exploits during the initial hours of the update making them rare but not rare enough to demand buds...etc TL;DR rare doesnt mean expensive.
