Will this be rare?

You can make an item untradable by using a achievement item in the KS kit and apply it to an item. 

 

In a sense it is "rare" however if you'r asking this because you think rare means more expensive that is incorrect. For that to happen an item needs to be both rare and in demand and their is practically no demand for those since anyone can make one.

if its untradeable really doesnt matter if its rare or not, you wont be selling it (Unless you gift it, which i think still works)

 Apparently this rule doesn't apply to those "glitched" painted halloween items.

It does?

 

At first when the Halloween paints remained on hats it obviously made them in ver high demand who doesnt want a hat that changed colour right? and the paint for them costed ~5-18 keys.

 

They patched it up that the pain now only shows during haloween and fullmoon and demand for these painted items basically dropped to 0, and no one was ever going to pay more than a few scraps for paint which you can only see a few times during the year.

 

If you're referring to actual glitched items there are demand from them from collectors but many are in the minority in addition to many of them were actually created via exploits during the initial hours of the update making them rare but not rare enough to demand buds...etc

 

TL;DR rare doesnt mean expensive. Rare and in high demand does.
