Did logic fail You? If there's a buyer for higher than the item is priced at, then that's a indication that this item is possibly worth more.

I would consider it an exception, collectors are generally very rare to find especially a clean one (with no ks kits applied) hence a buyer i.e. trader who is willing to pay more than the current bp price is weighted a lot more.

 

Also worth mentioning that the buyer has been regularly bumping his trade for over a week now

He's willing to buy it at a price greater than the current price indicated by bp.tf. This means that there's demand for the item. As a result it's only natural that the price increases with rising demand. 

 

Besides, he 1) has enough keys to pay for it and 2) been bumping the trade regularly. This means he's genuinely interested in buying it above market price.

 

Also, the market for this specific item is extremely small. If it were a common item you'd need more proof, but considering there's only 6 sellers AND that all of them are prof KSes (on top of being collector's), one buyer is enough. http://www.tf2outpost.com/search/248148645
