Does a community define the quality of a game?

If the community disrupts the gameplay, such as micspam or child rage then yes, it can affect if people like the game or not. However, if you're not bothered by the community and you find it easy to ignore then a game can still be good.

For strategy games that have a huge emphasis on single player the community does not matter all that much when looking to the quality of the game. But for games like tf2, cs:go and dota it does matter. TF2 on a server filled with assheads gets boring really quickly but if you find a good server it can be entertaining for hours. Same with cs:go, the huge parts of the community that are just there to annoy others (looking at you smurfs and hackers) make it a terrible game. If you find/set up a server where not 90% of the people are micspamming tryhard griefers it can be a fun game
