The only ''best'' way to avoid getting charged backed is to not trade with Paypal at all. But in real sense, I'd say always find someone who has the rep and the keys. Even if someone on any site tries to offer you a very good deal on your keys, they could always charge back so don't be afraid to decline / reject trades.
