If you get a GIFTED copy of a Steam Game, because it's untradable for thirty days. If you choose to "Store in steam inventory for later" it will become tradable the same day it would have if the original purchaser never gifted it. Market items are exactly the same, you buy say White paint and apply it to a hat.
