Suggesting Prices for Unpriced Items

I know its possible to do with any item, but how? No no, I'm not talking unusuals. There's a hat that's been out for a while and for whatever reason remains unpriced. How would i go about pricing this item? Do i have to have good rep, admin status or something along those lines?

Find it in someone's backpack (viewing their backpack with backpack.tf) click on the item. Click view item information. Click suggest new price under the graph.
