Disk cleanup, defrag, uninstall unnecessary programs, etc. Do you get the error only while playing TF2, or also while in other applications/games? And just while playing TF2. You have to go to Control Panel>System and Security>Administrative Tools. From there you can choose to free up disk space and to defrag and optimize your drives.
