I asked Brad this, and he said it was implemented before the site was real popular.  He admitted to it being outdated, but it was implemented for the reason of spam, though, I don't quite know what it spam-like about it.

It should be removed. If a suggestion is legitimate, people who just want points will come and downvote it because it's all they can do.

It was actually based on score, if score was >= 1000 or <= 1000 then it wouldn't show the voting buttons. This should be fixed now anyway, I made it 5000.
