I was on a Trade Server and suddenly I get a random Trade (Thats against the Rules in some Servers)

As you can see he tried to Scam me even though my Strange Professional Killstreak isn't prices (Unless you count the Steam Community Market prices)
 
By 16:00:20 in the Trade, I knew he was Scamming me and I needed to save this Chat Log for proof.
 
 
I am Selling My Professional Killstreak Grenade Launcher, but the "Scammer" Put 2 Ref worth of Metal in the Trade

Well for starts. A bad offer is not a scam. Please before using the term or accusing someone of scamming, or being a scammer, learn what is and isn't a scam. 

 

As you can clearly tell, the user is very new to team fortress 2 and probably didn't know about how much a pro killstreak can add to an item. He probably didn't know the SCM value of your item, and might have heard normal killstreaks or spec killstreaks don't add value from traders who don't value them for more, such as myself.

I agree but stranges are a bit late game.. :l and he had lots. festives are late game too. and he got his melee weapon to Unremarkable.

Well, I'm not trying to make excuses for the user.

Stranges and those cheap items aren't "late game" they are more like starting out items. 

 

I'm just saying that there are plenty of reasons for a user to unknowningly give low offers on pro killstreak items, or any item. 

He should have consider those options before even thinking of publicly shaming a user and accusing them of being a scammer.

Asking for his most valuable items, pretending he's in a hurry, and claiming that his two stranges are worth 18 keys.

 

If this doesn't make you think this is a scam attempt or maybe a shark attempt, then I don't know what to say.

Not really, I got my first strange at like 2 months

most 2012 and all 2013 are not "late game"

seriously though, 10-25 kills on a melee is not impressive

Wait, spec killstreaks dont add value? I thought even for popular stock weapons like scatter or rl they added around 1 key

Obviously they do. It's just that many traders don't consider the value of killstreaks because they don't want to bother with the hassle of selling them. I myself won't value a Killstreak weapon anymore than the base price of the weapon, but I still allow them to be offered.
