Help with Brightness

I built a new computer (all inclusive --> mouse, monitor, keyboard, mic, headphones, cpu, ram, gpu, etc.). When i started making some changed to my cfg to tune it to my new system, tf2 is VERY dark. I turned up the brightness on my monitor to 100. I also set the max_monitorgamma to 1.6 and that didn't change anything. Now i am playing tf2 with 100 contrast just so i can get somewhat decent lighting (still bad though) but that messes up the colours in movies, other games, etc. In games such as BFH Beta and BF3 there is no such issue. The wierd thing is that when i move around in game the lighting changes, which i don't want. Is there a command to fix this?

I'd assume there's a problem with your rig; I've never seen this problem before.

No issue when in windows or when playing other games. I forgot to mention, this problem started once i got my new monitor and / or installed raptr gaming amd evolved and clicked optimize for tf2. Then i quickly pressed revert but it may have changed something in the cfg or custom folder, that's why i uploaded them so people can have a look and tell me what's wrong with it.
