There isn't one, even the mods have explained this on several occasions.

It doesn't let you vote once the positive votes turns light green. You can't vote upvote the suggestion anymore once it reaches the cap.

 

You can however, still downvote/stay neutral.

 

The cap gets removed again if it gain a little bit more downvote again.
