They distribute active crates including future crates when they are placed in the drop system. It may be nice to drop urself 1000 crates at the right time. Swag has mentioned that a componant of this has to do low frequency of trades involving the item. This occurs with holloween paints and now these items. Jymotion felt it has sonething to do with the item moving back and forth between storage packs. While I believe the answer is in these ideas I want to point out it represents a change in the course this item is taking. It could indicate that the item is occuring less frequently. What I mean is that, if you consider the item, you can deduce that thesr items are entering the game much less frequently then it had and is prone to be hoarded for price manipulation. These graphs could be indicating hoarding levels of a diminishing item. I would argue that this indicates that one should go out and offer to spec buy thi item now.
