Considering the market for the hat and some of the effects I see listed, I'd shoot for 250 keys. It pairs well with the theme of the hat. Please be cautious of anyone adding you/sending random trade offers who claims they are "buying new effects" as they will most likely attempt to lowball you or offer less than what the hat can receive in value.
