I had the random urge to drop 10 bucks for a few keys and I managed to unbox this on my second key. From the looks of this it doesnt seem to be priced so I was wondering if I could get a price estimation.

The sister effect was last priced at 260 keys. While this effect can still be unboxed as evidenced by your own luck, its one of the rarest effects in that case. I would say realistically, 150+. Yours may actually be the only one with this particular version of Fireworks, but its a pretty niche hat.
