If it were me, I'd reach out to the commissioning client and confirm if it was them. If not, I'd ask the client to report the profile for impersonation and also do the same myself. Steam is kinda shitty about art theft but the first step is def to get in touch with the client.

If that's not the same guy who commissioned you that drawing, it's considered as art theft since he used it without permission. I have no clue if you reporting that guy works but you can definetely try. Don't you sign your fanart or use watermarks?

go to steam support they might actually take it more seriously than they do bots if you word your message about IP infringement
