I would go for a cheap all class.

 

My favourite for 20 keys would be a Smoking Dark Falkirk Helm painted black. Perfect dark knight helm with matching smoking effect (I own it and love it). 

 

You could also get universal hat protectors for cheap - I own and like my electric hat protector one which looks like a gold halo.

 

Also newer all class hats from Xmas or Halloween cases can be had with decent effects (Miami Nights or DBD) for sub 20 keys.
