Painted hat doesn't show as painted in its description

So a while back when I was more active on TF2 I traded for this vintage foster's facade. I knew it was glitched in some way, but not much else. Anyone know any info or of any other case with this happening on other hats or items? If so, what do you think it's even valued at? I attached the glitched one (team spirit) and another normal one (lack of hue) that I own for comparison.
