Reinstalled Windows and still leaves Casual Queue

I have reinstalled windows
I've reloaded the game several times
I've have reinstalled the game.

Signed in with different TF2 account
I have verified the game files 3 times,
I have wiped my customs folder, my cfg folder, and my cache folder
Set my cl_timeout to 9999,
Run tf_party_leave
And joined competitive to leave a 'ghost' party member
Ran the game as an admin
Disabled Firewalls in microsoft security center
Used a VPN just in case my home network was wonky

I have no idea what else to try. I just started getting back into TF2 but I can only play community servers which, while fun, has been only Dustbowl for a week. I like dustbowl but it got stale after the first 60 consecutive games.

Any and all advice is appreciated, please! I've already posted on the Steam discussions and Steam support and while kind and friendly both have no clue. I hope the more experienced community here will be of more help.

I'm feeling personally attacked.

It's a good map, but it's just been cp_dustbowl round after round. I miss payload and I miss 5gorge. Please. Save me.

Happens to me sometimes, but not a regular occurrence. How good is your internet? Also not sure where you're based but you should definintely be able to find more servers running different maps lol.

Desperate times call for desperate measures my friend.  I suggest buying a new computer, or try mobile phone tethering if you're allowed to.  Try anything my friend you can do it.  The Dustball calls to you, it whispers in your ear, you must go all the way to the end.

Has happened to me before and did end up fixing itself after two weeks or so.

It sucks but you can't really do anything about it.
