According to the "exceptions" of steam refund policy, "An exception is made for games purchased during a pre-order period if the request is received prior to the games' release date." What i'm curious is, when they say "a request is received", does it mean i can literally submit a ticket for refund just hours before the official release, or does steam have to actually receive and ANSWER my ticket before the official release for me to get a refund? Anyways, as I remember from Max Payne 3 case, you'll have to manually ask steam support for refund. I don't know if they should answer you in-time for you to get your refund, IMO most important is that you send a ticket before release date.
