If you are added by them and they share the same steam link, do not talk to them. I'd recommend just blocking the him/her as soon as he/she adds you. I've made a slight edit to your post to remove their profile link as we do not allow witch hunts, accounts used for phishing are often legitimate users that got their accounts stolen themselves.
