How do I know which unusual hats are good?

Ones that people want to trade for- one that has sales.

Ones with gen 1 effects or new holiday effects are usually good investments.

If you really want to make a bold move, spelled hats are always a choice.

that boils down to experience tbf altho the effect plays a big role.

 

I wouldn't invest in 1st,2nd,3rd gens cuz they are so many of them in existance and still more to come

obviously they will sell eventually but there are way better option on the market than some 1st gen hats 

robo/eotl/halloween are the most desired ones.

 

You'll eventually catch on which hats/effects sell easly and which ones don't

1. Overall rarity

2. Rarity of hat combo available, very hard to profit when 5 of that hat are already for sale

3. Any kind of unusual misc is super desirable. People love doubling or tripling their displayed effects.

4. Slightly uncommon effects. Become an expert as to which kind of hats, that you can afford, actually sell. For example nuts and bolts is not great, but on an engie hat or a robo hat, is pretty good.

Here is a basic tiers list or Guide. Some unusual effects also depend greatly on which hats they are on. For example, the Scream Fortress X effects can all be considered Mid-High tier, as long as the effect isn't on a hat from the same case. If it is, then the hat is still unboxable. In this case, any of the Scream Fortress X effects can be considered Low, or Mid-Low tier. This tier list will generally be taking the effects in their best case scenarios. Note that this guide doesn't cover Unusual Taunt or Weapon effects. Also note that the effects within tiers are in no specific order.

Scorching and Burning are still in the top 25 effects when sorted by price, they are still high tier. On certain hats they can definitely be considered Mid tier, but for example on a misc or nice hat these are still very desirable effects.

If you're looking for a hat to sell off for profit, it's best if you stay in the 1st, 2nd, and 3rd gen effects, but if you have lots of money spend, and are looking to keep, or sell a hat for a super high price, go for End of the Line effects, Halloween effects, and other event ones, those often look better anyway. I personally prefer the EOTL effects. But my personal philosophy is to avoid robo hats, heavy hats, and hats with nuts and bolts, and massed flies, anything sells better than those.
