Scott Bakula
Most of them really. You can make a solid loadout with almost any hat, what's most important is what you want your classes to look like. Do you want to make your soldier a hobo? a pirate? a patriot? a wizard? or something else? This also applies to unusuals too, where it's best to first get the loadout you want, then upgrade the hat. Flamadin
I like hats that are part of a set with weapons and all. Most of those are very old with high population counts of unusuals. So what is your favorite class then?
Bob the Unsymmetrical
We can't give you the best advice for your cosmetic loadout, cosmetics are there for only a reason, to portray your character to something that you want it to be. You can go full stock loadout (no cosmetics) and it will still look good. It really depends on what you want your classes to look like.
Jessica
Well it's up to you really, maybe go by what your favourite effect is instead? My favourite effect is Blizzardy Storm which is cheap on majority of hats.
