A one scrap change on a 3 ref item is way more meaningful than an one scrap change on an item worth ~45 refined like the salmon injustice. In fact, every single suggestion you mention as "acceptable" is more meaningful (based off percentage) compared to the salmon. It has also always been at the moderator's discretion whether to accept changes that change the mean by less than 5%. Over time, this has become a little more lenient, but suggestions that barely change the mean are still at risk of being closed for this reason As always, try to use common sense to determine whether a change is truly necessary.
