No. It's been impossible to gift wrap untradable items for years now. Also even when you could gift wrap them, some items were still impossible to wrap which included the Ghastlier Gibus. (To be clear, before the change, it would have also been impossible to wrap a tradable Ghastlier Gibus too. Due to the changes though, if you did have a tradable one it would now be gift wrappable.)
