These are old items that were used as notifications way back when the Cheater's Lament was first distributed.
 

Why Valve used items instead of an actual notification system I have no idea. Maybe the notification system didn't exist back then, says something about the changes that have been made to the game over the years.

I think the reason they could idle for items is part of the reason they introduced the notification system. So you are correct. There wasnt one back then and items just dropped on a time basis. Now they trigger on a time basis but you have to click the notification to receive them.
