I heard that if you offer someone their buyout on the classifieds they HAVE to trade it to you. Is this true? If so can I report someone for it? Also if so where? If they do it too often they might eventually get banned. Examples of reports: one, two, three. Example of bans: EKH I'd say > 95% of declined offers are never reported unfortunately.
