In general, why are the promotional item packages (What's in the Sandvich Box, Portal 2 Soundtrack Box, etc) more expensive than the items they contain?

People want to try and get the money back that they spent in order to get said boxes. It seemed very similar when buds first came out. People were literally selling them for the price of the TF2 linux version.
